Comments on the Draft UN Convention Against Cybercrime

In August 2024, after five years of deliberation, a United Nations committee finalized a draft Convention against Cybercrime. The government of the United States subsequently requested input from NCMEC, specifically about three of the Convention’s 68 articles:

  • Article 14. Offences related to online child sexual abuse or child sexual exploitation material
  • Article 15. Solicitation or grooming for the purpose of committing a sexual offence against a child
  • Article 16. Non-consensual dissemination of intimate images

NCMEC convened consultation sessions with a total of 23 survivor consultants who also provided feedback and then submitted its input to the office of the President of the United States for consideration. In November 2024, the United States Mission to the United Nations explained its position on the Convention and the United States’ decision to join in consensus to move the Convention process forward, noting the significance of Articles 14 to 16 for global efforts to counter online child sexual exploitation.
